St. Paul Pumping Station Expansion Project

Project Overview

As part of the City's implementation of the Sewer and Coastal Flood Protection Master Plan (SMP), the City of Windsor has commenced the St. Paul Stormwater Pumping Station Expansion Project at 7730 Riverside Drive East. This initiative is a critical component of a city-wide effort to mitigate flooding and enhance storm protection for residents during extreme weather events.

This Project Includes:

  • Upgrades to the existing pumping station
  • Construction of a new stormwater pumping station and flow diversion chamber
  • Installation of emergency backup power generators
  • Construction of a new electrical building
  • Additional site improvements

The project is funded in part by the Government of Canada through the Disaster and Mitigation Adaptation Fund (DMAF) program.

Key Project Milestones:

  • New Pumping Station Commissioning: March 2026
  • Existing Pumping Station Upgrades Commissioning: July 2026
  • Substantial Completion: August 2026

Project Status:

  • Construction Progress: 40% complete

Work Completed to Date:

  • New hydro service installation
  • Foundations for diesel generators
  • New electrical building
  • Shoring for the tie-in/diversion chamber, pumping station wet well, and outfall

Potential Disruptions and Impacts:

Residents and businesses near the project area may experience temporary noise, dust, and traffic changes due to ongoing construction activities. Below are key phases and their expected impacts:

  1. Flow Diversion Chamber (June 2024 to March 2026)
    • Possible noise and dust from excavation and concrete pouring
  2. 2,400-Millimetre Diameter Inlet Sewer (November 2024 to June 2025)
    • Temporary disruptions possible due to excavation work
  3. New Stormwater Pumping Station (July 2024 to March 2026)
    • Excavation work in progress
  4. Existing Pumping Station Upgrade (January 2025 to July 2026)
    • Possible noise and dust
  5. Site Works and Landscaping (November 2025 to January 2026)
    • Installation of a new access driveway and landscaping improvements
