Vision

• Windsor: Dream, Dare, Do. Windsor is a quality city full of history and potential, with a diverse culture, a durable economy and a healthy environment where citizens share a strong sense of belonging and a collective pride of place.

Mission

• Our City is built on relationships--between citizens and their government, businesses and public institutions, city and region--all interconnected, mutually supportive and focused on the brightest future we can create together.

The Community Strategic Plan assists in identifying strategic issues facing Windsor, alternatives for dealing with them and a common vision to guide all future planning. It also involves linking with other municipal plans, business processes, and establishing a monitoring and annual reporting process.
