Windsor Fire & Rescue Services Launches Regional Training Centre (RTC) Initiative
Windsor Fire & Rescue Services (WFRS) is proud to announce the launch of the Regional Training Centre (RTC) initiative, a collaborative, multi-agency fire training program supported through the Ontario Fire Marshal’s Office and delivered locally across Windsor and Essex County.
This initiative brings together Windsor Fire & Rescue Services and partner departments across the region — including LaSalle, Tecumseh, Amherstburg, Lakeshore, Essex, Kingsville, and Leamington — to strengthen regional training capacity, reduce costs, and facilitate compliance with mandatory provincial certification requirements.
Rather than relying on out-of-region travel for essential training, the RTC model allows fire services in Windsor-Essex to complete required certification programs locally, aligning shared resources and improving operational efficiency across the region. This approach reduces travel-related costs, such as lodging, meals, fuel, and equipment wear, and keeps crews available within their communities.
"This Regional Training Centre initiative is more than a training model; it is an investment in our people, our partners, and the communities we serve," said Chief Jamie Waffle of Windsor Fire & Rescue Services. "By delivering training locally, we are removing long-standing barriers and strengthening how we operate together as a region."
Ontario fire departments are required to be trained and certified to provide the fire protection services determined by their municipalities. The RTC initiative ensures consistent, high-quality training delivery while enhancing interoperability among participating departments.

"A trained and certified fire service enhances public and firefighter safety in communities across Ontario. The Office of the Fire Marshal will continue to support and deliver training and certification across the province so all Ontarians continue to have confidence that they are best protected from fire."
Beyond cost savings, the initiative strengthens regional coordination and mutual aid response by ensuring firefighters from across Windsor-Essex train together under standardized conditions, improving consistency and operational readiness.
