Public Input Sought for Residential Development at 874 Giles Boulevard East
The City of Windsor is inviting residents to participate in a public survey to share their vision for the future of the former W.D. Lowe High School site located at 874 Giles Boulevard (Blvd) East. This City-owned property has been identified as a priority location for potential residential development under the Housing Solutions Made for Windsor (HSMFW) Initiative.
As part of the HSMFW initiative, the City is exploring opportunities to transform the subject property into a vibrant residential community that increases density, reflects the character of the surrounding neighbourhood, and showcases high-quality design. The vision promotes walkability, sustainable transit options, and enhanced amenities. The former W.D. Lowe site presents a unique opportunity to create a development that meets the needs of Windsor’s growing population.
Residents are invited to share feedback on how the site can best support Windsor’s growth – through thoughtful design, enhanced neighbourhood character, and improved access to amenities and transportation. Community feedback will help guide the City’s planning and will be considered in an upcoming Expression of Interest (EOI) to attract developers interested in revitalizing the property.
The survey will be open from August 19 to September 16, 2025.

“Windsorites deserve Housing Solutions Made for Windsor, and to be part of the vision for housing developments, diversification of housing stock, and more as part of the process. The information collected through this survey will help guide the future development at the key former W.D. Lowe site. This process and the follow-up EOI represent a significant step in Windsor’s proactive approach to smart housing solutions, with the site offering a unique opportunity for residential development that aligns with the site’s history, while supporting sustainable growth. Windsor achieved a remarkable 213% of our 2024 provincial housing target, and was recently recognized by Premier Ford, Minister Flack, and the Province for our commitment to helping build more homes, faster, across our community. We are Building Windsor’s Future with a focus on investment, growth, and sustainability. Your feedback is vital as we continue helping Windsorites create their homes; their foundation of stability, success, and prosperity.”
- Mayor Drew Dilkens, City of Windsor
"I’m thrilled to see public consultation begin on the W.D. Lowe site, which is a key area for development in the City of Windsor. This property was one of the first that was identified under Housing Solutions Made for Windsor, and Ward 4 residents are eager to see this vacant landmark transform into new housing that will suit an already vibrant mixed-use community. This historic property in the heart of our city, is surrounded by strong amenities, transit access, green space, and two thriving business districts. The launch of public consultation means residents can directly shape how this landmark evolves into a place where people can live, work, and thrive. I encourage everyone to take part in the public consultation and have a say in shaping the future of the former W.D. Lowe site."
- Councillor Mark McKenzie, Ward 4
“The redevelopment of the former W.D. Lowe High School site is a cornerstone opportunity in our broader Housing Solutions Made for Windsor initiative. This property sits in a strategic location with access to transit, schools, parks, and employment hubs, making it ideal for a mixed-use residential community that meets the evolving needs of Windsor’s growing population. By inviting public input, we’re not only ensuring the development reflects the character and aspirations of the surrounding neighbourhood, but also laying the groundwork for a project that supports economic vitality and sustainable urban design. We’re excited to see how community feedback will shape the Expression of Interest process and attract developers who share our vision for a vibrant, future-ready Windsor.”
