Housing Solutions Made for Windsor Pelissier Park Future Development Update
Investment of Approximately $16.8 Million Includes 48 New Units as Part of the Pelissier Park Development
Windsor Mayor Drew Dilkens, Councillor Renaldo Agostino, and the 531 Pelissier Group together with additional members of City Council and City administration have announced the second major future development under the City’s Housing Solutions Made for Windsor portfolio.
Following a competitive Expression of Interest (EOI) issued in late 2024, the 531 Pelissier Group was selected as the successful respondent of the Pelissier Street Parking Lot site (Pelissier Park). This site was among the first municipal properties identified under the City’s Housing Solution Made for Windsor (HSMFW) strategy, which focuses on making shovel ready municipally owned lands that show high potential for residential housing developments. The HSMFW strategy is aimed at increasing housing supply across Windsor to support current and future growth and development while also supporting the City’s provincial pledge to help facilitate development of 13,000 homes by 2031.
Together with the recently announced Caron Avenue Parking Lot Development project, Pelissier Park illustrates continued progress under the extensive housing initiative, advancing multiple City-owned lands toward new housing at the same time.
The Pelissier Park development represents an investment of approximately $16.8 million and will deliver a three-storey townhome development that increases density in a form that fits the scale and character of the surrounding downtown neighbourhood. The project reflects midscale housing that bridges the gap between single homes and large apartment buildings, while supporting a people-focused street design.
Developed by the 531 Pelissier Group, including BK Cornerstone Design Build, Philip Fernandes Designs, and Realty ONE Group Iconic, the project will introduce 48 residential units, including:
- 32 two-bedroom townhome suites with single-car garages
- 8 accessible one-bedroom suites
- 8 affordable one-bedroom suites
This development adds a significant new residential presence in the downtown core with a design that emphasizes walkability, community connection, and long-term livability through landscaped streetscapes, integrated parking, private second-floor terraces, and elevated living spaces.
Built to Energy Star® standards, the project incorporates sustainable construction practices that support energy efficiency, comfort, and long-term operating affordability for residents.
Through the HSMFW EOI process, developers were invited to submit comprehensive proposals that align with the City of Windsor’s vision for sustainable, inclusive, and community-oriented development.
This is also another significant development that contributes to the City’s Strengthen the Core: Downtown Windsor Revitalization Plan, which works to address the perception of safety; improve cleanliness and beautification efforts; and increase engagement opportunities to attract new investments, businesses, residents and visitors to the downtown core.
As part of the announcement, the City also identified three additional sites that are being added to the HSMFW portfolio of properties. These three sites are the former St. Michael’s Adult Education School at 477 Detroit Street, part of Kinsmen Norman Road Park at 1730 Olive Road and the former Concord Public Elementary School Site on Raymond Avenue.
