Each item tells a story of loss, strength, resilience, and pride.
Strengthen the Core
This month of events and experiences ties into the City of Windsor’s Strengthen the Core: Downtown Windsor Revitalization Plan, which launched in 2024 to address safety, security, and cleanliness downtown while implementing measures and supporting activations to encourage new residents, businesses, and investments in the city’s core. The month will highlight the plan’s fourth and fifth action items: Place-Making, which seeks to encourage people and businesses to move downtown by investing in infrastructure and initiatives; and Vibrant-District, which creates vibrancy by attracting and engaging residents and visitors with unique amenities, gathering spaces, and engagement opportunities.
Honouring Maestro Robert Franz
The Windsor Symphony Orchestra’s (WSO) music director Maestro Robert Franz passed away, following a four-year battle with cancer, on September 2, 2025. In 2024, as one of his many community engagement initiatives to celebrate the arts and contribute to neighbourhood revitalization, Franz teamed up with Mayor Drew Dilkens and the City of Windsor to conceive of ‘Park in Perfect Harmony’. This will be a unique installation that sees the floors of the Pelissier Street Parking Garage named after famous composers, and includes musical elements of the WSO — conducted by Franz — performing sections of the composers’ iconic works. Originally, Maestro Franz was to conduct the concert to unveil this installation. The unveiling, and the celebratory Classical in the Concrete concert will honour Maestro Franz’s memory and tremendous contributions to Windsor and the surrounding region.
Quotes:
“This ‘Fall in Love with Downtown Windsor — Again!’ month highlights some of the best experiences that our downtown core has to offer. Individually, these events bring together small businesses and entrepreneurs, artists and artisans, our world-class Windsor Symphony Orchestra (WSO), and residents and visitors eager to explore our city’s unique neighbourhoods and spaces. This month’s campaign culminates with a truly special concert to unveil two exciting new art installations in the Pelissier Street Parking Garage, and to honour the late Maestro Robert Franz — a true community champion and creative powerhouse. We look forward to celebrating Windsor all month long, and to honouring Robert — who brought us music and magic, and many memories and special moments between. This entire month of celebratory events highlighting significant investments is a key part of what our Strengthen the Core: Downtown Windsor Revitalization Plan is all about. I look forward to joining in the festivities and I thank Councillor Agostino, the WSO, the Downtown Windsor Business Improvement Association (DWBIA), DERKZ, and all our partners for coming together to Strengthen the Core.”
- Mayor Drew Dilkens
"Strengthen the Core is about creating and sustaining a downtown where we can all feel safe, excited, and proud to gather. Working on this initiative, and seeing this month of activities, events, and engagements come together is a special moment that highlights some of the good we’ve accomplished and helps to show us what’s possible as we continue investing in this gem of an area that means so much to our broader community. This is how we grow our downtown — the true heartbeat of the city. It’s also how we honour the work and legacies of so many folks who have devoted themselves to creating a downtown that attracts new residents, visitors, businesses and investments every single day. Fall in love with Downtown Windsor — again!”
- Councillor Renaldo Agostino, Ward 3
"As part of the Strengthen the Core plan, this month of events and engagements truly showcases our commitment to creating a vibrant downtown that attracts both residents and visitors. By bringing the community together through unique experiences, and partnering with key stakeholders to do so, we are once again highlighting the potential for downtown Windsor to be a dynamic hub for culture, business, and innovation. These activations directly support our goals of fostering engagement and encouraging long-term investment in our city’s core."
- Nicole Anderson, Senior Economic Development Officer, Strengthen the Core
“Robert said it best when he was with us: ‘A garage turned into a concert venue? Why not?!’ He simply and beautifully always saw what was possible in the most ordinary and unassuming of places. The Windsor Symphony Orchestra looks forward to celebrating Robert’s vision for the ‘Park in Perfect Harmony’ installation, the City’s ongoing partnership and support of our organization, the vibrant work of DERKZ, and the absolutely astounding positive impact of the arts on community-building. Don’t miss out on this performance of one of Windsor’s finest ‘garage bands,’ and this unique opportunity to experience the magic of music as we celebrate the life and legacy of Maestro Robert Franz.”
- Patti Lauzon, Executive Director, Windsor Symphony Orchestra
“The inaugural Night Light Festival will connect people through the power of art. Experience downtown like never before — through artworks that celebrate light, innovation, interactivity, and digital media.”
- Jennifer Matotek, Executive Director, Art Windsor-Essex (AWE)
