City to Host Public Engagement Kick-off Event for Stage 2 of Walkerville Heritage Conservation District

On Tuesday, November 4, 2025, the City of Windsor will host a public engagement kick-off event for the Walkerville Heritage Conservation District (WHCD) Plan & Guidelines (Stage 2) project at Willistead Manor starting at 6:30 p.m. 

Since the launch of the WHCD Study (Stage 1) in fall 2023, the City of Windsor, in collaboration with Heritage Consultants from M. R. Letourneau & Associates Inc. (MRLA), hosted two public engagement events at Willistead Manor. They formally presented the Stage 1 report, appendices, and recommendations to the Development & Heritage Standing Committee and City Council in May 2025. On May 26, 2025, City Council endorsed City staff's recommendation to proceed with Stage 2: The Development of the WHCD Plan and Guidelines. 

The purpose of the WHCD Plan and Guidelines is to formally recognize the area's historical and cultural significance under the Ontario Heritage Act, while providing clear guidance for managing change in ways that respect and complement its existing character.

The upcoming kick-off event will include a review of the results of the WHCD Study (Stage 1) and outline potential elements of the WHCD Plan & Guidelines (Stage 2). Attendees will be able to provide feedback, ask questions, and learn more about the potential next steps in the WHCD Plan & Guidelines process.
