City of Windsor Updates Property Standards By-law to Strengthen Neighbourhoods
The City of Windsor has updated its Property Standards By-law (148-2025) to help ensure buildings remain safe, clean, and well-maintained—protecting residents and property values across the city. The by-law, approved by City Council on September 8, 2025, replaces the previous by-law 9-2019.
City administration has updated all relevant online resources to reflect the new standards and encourages residents, property owners, and businesses to review the by-law to understand their responsibilities and help maintain vibrant, healthy neighbourhoods.
The updated by-law introduces several important changes aimed at clarifying expectations for property owners and enhancing public safety:
- New Definitions: Adds clearer terms such as Derelict Building, Vacant Building, Neglect, and Stormwater Management System.
- Vacant Buildings: Requirements outline that they must be maintained both inside and out, utilities must remain active, and exterior appearances must be kept in good condition. Boarding is now prohibited.
- Drainage & Lighting: New standards are in place for private stormwater systems, rear yard drains, and exterior lighting.
- Safety Enhancements: Requirements now include duct-type smoke detectors for shared furnaces and minimum ceiling heights for basement living spaces.
- Clearer Enforcement: Rules have been aligned with the Ontario Building Code to support consistent enforcement city-wide.
These updates apply to all property types, including vacant buildings, residential homes, commercial buildings, and heritage properties.
