City of Windsor Seeks Applicants for the “Municipal Election Compliance Audit Committee”

In accordance with sections 88.33 to 88.37 of the Municipal Elections Act, 1996 (MEA), the 2026–2030 Municipal Election Compliance Audit Committee must be established by City Council composed of three to seven members for the purpose of considering applications made by electors with regard to candidates’ financial statements filed with the City Clerk for the 2026 municipal election. The Municipal Election Compliance Audit Committee’s term of office begins on November 15, 2026, and ends on November 14, 2030.

The purpose of the 2026–2030 Municipal Election Compliance Audit Committee is to:

  • Review compliance audit applications made by electors and decide whether they should be granted or rejected;
  • Appoint an auditor, if the application is granted;
  • Receive the auditor’s report;
  • Consider the auditor’s report and decide if legal proceedings should be commenced; and
  • Review the report from the Clerk or secretary of a local board in respect of each campaign contributor or third party advertiser who appears to have contravened any of the contribution limits; and
  • Decide whether to commence a legal proceeding against a contributor or third party advertiser for an apparent contravention.

Committee members should possess a knowledge of the campaign finance rules of the (MEA) so they can make independent decisions on the merits of the applications. As the committee will operate as a quasi-judicial committee, prior experience on a committee, task force or tribunal would also be an asset. Committee members will receive a per diem rate of $100.

Applications will not be accepted from:

  • Employees or officers of the municipality or local board
  • Members of City Council or local board
  • Candidates in the election for which the Committee is established or family members or employees of same, or any person connected to a candidate through an employment, contractual, business or partnership relationship; or
  • Any persons who are registered third parties in the municipality in the election for which the committee is established.
