Published

The City of Windsor has launched Expression of Interest (No. 82-26) for the former Concord Elementary School site located at 6700 Raymond Avenue. Development proposals will be accepted from Thursday, September 24, until Wednesday, November 18, 2026.

Located in Ward 6, within one of Windsor's east-end neighbourhoods, the property covers approximately 0.90 hectares (2.23 acres) and is zoned Residential District RD3.2. Surrounded by parks, schools, community centres, recreation facilities, and commercial amenities, the former school site is well positioned for redevelopment that complements the surrounding Riverside area. As a Housing Solutions Made for Windsor (HSMFW) site, the City has undertaken shovel-ready initiatives to prepare the lands for future development.

This marks the sixth property to be made available for redevelopment under the City’s Housing Solutions Made for Windsor strategy, an initiative focused on increasing housing supply by preparing municipal lands for residential development.

A site visit for interested respondents will be held on October 7, 2026, at 2:00 p.m. Details on the Expression of Interest, including requirements and timelines, are available online. “The City of Windsor’s ambitious and innovative Housing Solutions Made for Windsor strategy continues to deliver results for present and future residents in our community. To date, our housing strategy has resulted in approved projects representing over $350 million in investments in housing and the promise of well over 400 new housing units in key areas of the community. With this latest opportunity for the Concord site, we remain focused on increasing housing supply that includes affordable, attainable, missing middle, and age-in-place housing options. We’re working to get more homes built, faster, and across all types required. I look forward to seeing the results of this latest property rollout.”
