City of Windsor Launches EOI and Prequalification for Roseland Clubhouse and Residential Development
The City of Windsor is launching the Expression of Interest (EOI) and Prequalification (No. 118-25) on Friday, October 3, 2025, for the construction of the Roseland Clubhouse and residential development within the parking lot.
This approach allows the City to identify qualified developers early and gather innovative proposals before entering into a formal Request for Proposals (RFP).
This marks the third property to be made available under the City’s Housing Solutions Made for Windsor strategy, an initiative focused on increasing housing supply by preparing municipal lands for residential development.
To be considered, developers must complete a Prequalification submission and an Expression of Interest including the following three components:
- Prequalification: Developers must show they have the skills, resources, and experience to construct the new clubhouse.
- Expression of Interest (EOI): Developers will then present their vision for the residential development, including design concepts, business and financial plans, and a proposed purchase price for the land.
- Request for Proposals (RFP): Approved developers will be invited to take part in a formal RFP for the clubhouse construction.
This project combines the construction of a new clubhouse for the Roseland Golf Course with the creation of new housing options. It represents another important step toward meeting Windsor’s housing targets while preserving valued community assets.
