City of Windsor Launches Comprehensive Review of Community Improvement Plans

The City of Windsor has initiated a comprehensive review of its seven existing Community Improvement Plans (CIPs) to ensure they continue to meet the evolving needs of the community and support long-term revitalization and economic development.

CIPs are strategic tools used by municipalities across Ontario to stimulate community revitalization, affordable housing, environmental remediation, and sustainable development. Windsor’s earliest CIP dates back to 2010, and this review marks a significant step in aligning these plans with current priorities and opportunities. 

Led by the City’s Planning Department in collaboration with WSP Canada Inc. and Parcel Economics Inc., the CIP Review Project aims to:

  • Evaluate the effectiveness of current CIPs;
  • Identify gaps and areas for improvement;
  • Initiate and support economic development;
  • Recommend policy and incentive updates;
  • Align plans with present-day economic and community goals; and
  • Streamline program administration and delivery.

Virtual Open House and Online Survey

Community input is central to the review process. Residents are encouraged to participate in a virtual public open house on Tuesday, July 8, 2025, from 6:30 to 8:00 p.m. via Microsoft Teams. A public survey is also available online until July 8, 2025.

The final recommendations report will be presented to City Council for consideration. While the review itself will not directly amend existing CIPs, it will provide a roadmap for future updates and improvements.
