City of Windsor and Transit Windsor Celebrate Completion of the West End Transit Terminal Expansion

Windsor Mayor Drew Dilkens; Windsor—Tecumseh Member of Provincial Parliament (MPP) Andrew Dowie, on behalf of Prabmeet Sarkaria, Minister of Transportation; members of Windsor City Council and administration were on hand to mark completion of the expansion of the Transit Windsor West End Terminal located on the Hôtel‑Dieu Grace Healthcare (HDGH) campus. Completion of this project marks a significant investment in public transit infrastructure that will improve the overall customer experience and support public transit service in west Windsor. 

The completion of this $3.7 million project, supported by investments from the City of Windsor, the Government of Canada ($1.4 million), and the Province of Ontario ($1.2 million) through the Investing in Canada Infrastructure Program (ICIP) – Public Transit Infrastructure Stream, has increased the terminal's capacity from six to nine bus bays, improving operational flexibility and supporting more efficient transit operations. 

New operator facilities also constructed at the site are a significant enhancement to the transit system’s infrastructure, providing modern, accessible, and purpose-built spaces for frontline employees. The investment reflects an ongoing commitment to supporting the Transit Windsor workforce while maintaining high standards of service for residents and visitors.

In addition to the new bus bays, the terminal now features an extended bus platform, new passenger shelters, benches, bicycle parking, and a dedicated bus operator facility. Designed with flexibility in mind, the updated facility can accommodate various bus sizes, supporting fleet modernization, service expansion, and the evolving needs of Windsor’s public transit system.

Construction was completed while maintaining daily transit operations and access to Hôtel‑Dieu Grace Healthcare, minimizing disruption for riders, staff, and visitors.

Supporting Public Transit Service Growth in Windsor

As a major transit hub serving west Windsor, the upgraded West End terminal improves circulation within the terminal, supports more efficient transfers, and enhances the overall customer experience. This project reflects the City’s ongoing commitment to strengthening public transit infrastructure, improving accessibility, and preparing for future service growth across the community. These enhancements support a more comfortable and convenient experience for riders, more efficient route management, better integration with cycling and other modes of transportation, dedicated facilities to support operator well-being, and improved traffic flow in busy healthcare areas.

In addition to the project, the City’s fiscally responsible 2026 Budget includes a 0% municipal tax levy increase, a $2.26 billion 10-year capital plan (the largest in the City’s history), and over $317 million in capital investments for 2026 alone, including approximately $5.5 million for capital investments in public transit. The budget also includes $163.8 million for roads, $60.0 million for sewers, and $29.2 million for community services (parks, recreation, facilities, and culture). 

Recent Significant Transit Windsor Investments and Enhancements Include:

• 2026: Completed the $3.7 million West End Transit Terminal expansion, increasing capacity from six to nine bus bays and adding new passenger amenities, bicycle parking, and dedicated operator facilities.
• 2026: Advancing transit technology through the ongoing rollout of the Umo digital fare management system, which is scheduled for full implementation later this year. The initiative enhances the customer experience through mobile ticketing, reloadable fare cards, and self-service options.
• 2024–Ongoing: Ongoing investments of approximately $40 million in the modernization of Transit Windsor's operations through garage upgrades, maintenance facility improvements, automated fare collection technology, vehicle location systems, and customer service enhancements.
• 2024: Introduced Route 115, also part of the nearly $900,000 annual service investment, creating a direct connection between St. Clair College and the West End Terminal while reducing travel times for riders.
• 2024: Introduced Route 305, also part of the nearly $900,000 annual service investment, creating a direct connection between St. Clair College and the West End Terminal while reducing travel times for riders.
• 2023: Introduced the new 418X Express Route, providing limited-stop service between Tecumseh Mall, the University of Windsor, and Hôtel-Dieu Grace Healthcare, improving travel times across the city.
• 2023: Invested approximately $120,000 to enhance Handi-Transit operations and acquire accessibility-related assets, improving mobility options for residents of all abilities.
• 2022–2026: Added five new public transit routes, expanding service coverage and improving connectivity across Windsor's growing neighbourhoods, including the east end of the city.
• 2022–2026: Expanded and modernized the transit fleet with the purchase of 54 additional buses, improving reliability, accessibility, passenger comfort, and operational efficiency.
• 2022–2026: Added approximately 43,000 annual service hours across the public transit network to respond to growing ridership demand and support service expansion.
• 2022–Beyond: Advanced more than $100 million in public transit infrastructure investments through the Investing in Canada Infrastructure Program (ICIP), supporting fleet renewal, facility modernization, technology upgrades, and service improvements.
