2026 Spay/Neuter Voucher Program for Cats
The City of Windsor is pleased to once again offer its Spay/Neuter Voucher Program for Cats. This year’s $20,000 program was approved by City Council in the 2026 operating budget.
To reduce the number of homeless cats and number of cats euthanized in the city, 260 vouchers will be issued to help with cost of sterilization. There will be a limit of two vouchers allotted per household. Veterinarians providing services for feral cats will be providing ear-tipping to assist those involved in trapping cats in determining their status. The vouchers are valued at $75 each, including HST.
All vouchers will be available on Thursday, March 12, 2026, at 9:00 a.m., only by calling 311.
Vouchers for owned cats are reserved for low-income families, and a declaration of income will be required. A maximum of two vouchers per household will be issued where the cats are owned. For feral cat caregivers, a maximum of two vouchers per household will be issued with no income restrictions. In both cases, the applicant must be over the age of 18.
Vouchers are non-transferrable and may be redeemed at any participating veterinary clinic before Tuesday, June 30, 2026. The list of participating clinics will be provided upon successful application. Successful cat voucher recipients must wait to book an appointment for spay/neuter services until they receive their voucher(s) in the mail.
Vouchers are redeemable for $75, including HST, and applicants are responsible for ensuring costs with the participating veterinary clinics, as pricing may vary. Applicants are responsible for any cost over the $75 value as noted on the voucher.
