Operations
Providing essential services that affect the daily lives of Windsor residents, the Operations Department manages 4 key areas of the City infrastructure or physical asset inventory, including road right-of-ways, sanitary and storm sewers, traffic control (e.g. signals, signs), and the City fleet of vehicles. The unit is organized into 6 divisions:

Contracts, Field Services & Maintenance
Manager: Phong Nguy
The Contracts, Field Services & Maintenance Division is responsible for the maintenance and rehabilitation of the City's infrastructure. These divisions manage:
- 1,076 kilometres of roads
- 989 kilometres of sidewalks
- 65 bridges
- 1,770 kilometres of sanitary and storm sewers
- 121 kilometres of municipal drains
- 239 kilometres of roadside ditches
The Contracts, Field Services & Maintenance Division is responsible for services such as:
- Road repair, resurfacing, and reconstruction
- Sidewalk repair and replacement
- Construction of bike paths and multi-use trails
- Bridge maintenance and repair
- Winter maintenance
- Sewer cleaning and repair
- Sewer locates
- Eel service
- Public roadside ditch and municipal drain cleaning
- Right-of-way surveying and inspection of municipal infrastructure projects
- Right-of-way inspection and enforcement
- Quality Assurance
- CCTV (Closed Circuit Television Inspection Unit)
Traffic and Parking Operations
Manager: Ian Day
The Traffic Operations Division is responsible for the safe and efficient movement of people and goods along the City public roadway system in a manner complimentary to existing and planned land development. The division manages 290 signalized intersections, installs and maintains traffic signage and pavement markings, and is responsible for the operation and maintenance of 4,355 municipal parking spaces.
Transportation Planning

The Transportation Planning Division is primarily responsible for short and long-range transportation planning, involving such functions as collection and analysis of traffic data, traffic impact studies, and Environmental Assessment reports.
Fleet
Manager: Angela Marazita
The Fleet Division manages the City fleet of vehicles, ensuring that equipment required by various City departments is provided and maintained in an efficient and timely manner.
Technical Support
Manager: Eric Bailey
The Technical Support Division provides infrastructure asset management, performance measurement, and budget preparation and cost analysis functions to the Operations Department.
Environmental Services
Manager: Anne Marie Albidone
The Environmental Services Division is responsible for providing waste management programs. refuse collections and disposal, recycling and yard waste collections, street sanitation, and litter control.
