Traffic Signal System

The traffic signal system employs a "distributed" system design by implementing intelligent units at all on-street locations and an advanced traffic management system (ATMS) at the Traffic Operations Centre. This design provides a means of backup support should any component of the system fail and also provides a continuously operating system to the motoring public.

The Kadence adaptive traffic module will be implemented to adjust timings when unexpected traffic conditions arise.

System Benefits:

  1. Reduction in stop and delay time
  2. Reduction in overall trip times
  3. Reduction in fuel consumption, vehicle emissions and maintenance costs
  4. Emergency vehicle priority pre-emption operation, which reduces response times

System Features:

  1. Each signalized intersection has full upload and download capabilities from the central office.
  2. Intersections change timing plans on a time-of-day basis in a coordinated system. Adaptive traffic control is being implemented.
  3. Currently, 290 intersections operate within the boundaries of the city of Windsor.
  4. Pedestrian walk extension times are implemented at various high pedestrian locations by a time-of-day function.
  5. Adaptive signal timing control features are present on the Dougall Avenue Corridor from Norfolk Street to Ouellette Avenue, Tecumseh Road from Ouellette Avenue to Walker Road, and Walker Road from Ducharme Street to Tecumseh Road East.
  6. The system utilizes traffic detection technology at 70% of signalized intersections.
  7. Historical data management can be used to assess and modify timing plans yearly.
  8. Ongoing monitoring of the system allows for staff to respond to issues in a timely manner.

Communications Network:

  1. 20 master communication lines
  2. Eighty percent (80%) of intersections on City-owned communication system, extending from 1269 Mercer Street westerly to Huron Church Road at Industrial and easterly to Lauzon Road at Wyandotte Street East
  3. City-owned communications in a ring configuration at Ethernet speeds for the 2070 controllers
  4. Intersections each polled once every 1.0 second at minimum (Real time operation with second-by-second monitoring is achieved at the Traffic Operations Centre.)
  5. Expansion of the communications system included in each year's capital budget
  6. Fibre optic system currently being further expanded under all road reconstruction projects
