The 15-metre tower was installed in July 2007.

Designed and created by the Feature Factory in Toronto, the self-standing steel tower is erected on the east side of the public welcome building in the riverfront park. The tower creates a landmark visible from Riverside Drive.

It features a sculptured wave pattern on the etched metal, glass and stone tower, plus interior lighting thanks to a contribution from the WindsorEssex Community Foundation.
