455 Kennedy Drive West at McGregor Boulevard

Construct one multiple dwelling having a maximum building height of 17 metres over 4 storeys and consisting of 44 dwelling units. A total of 83 parking spaces is proposed, including 11 visitor parking spaces in a surface lot adjacent to Kennedy Drive, and 72 parking spaces in a below-grade parking garage. The parking garage will also contain 5 bicycle parking spaces. One loading space is proposed in a shared loading and refuse area with the new clubhouse at the rear of the parcel. A new access area (driveway) to Kennedy Drive is proposed. An existing service lane to the new clubhouse will be maintained on land owned by the City of Windsor. Reciprocal access to the loading/refuse area will be provided when the subject parcel is severed.

The applicant is requesting an amendment to the Official Plan changing the land use designation from Open Space to Residential and an amendment to Zoning By-law 8600 changing the zoning from Green District 1.2 (GD1.2) to a new residential Zoning District with a zoning exception for maximum building height, setbacks from lot lines, screening of the surface parking area. 

The subject land is designated Open Space on Schedule D: Land Use in the Official Plan, zoned GD1.2 in Zoning By-law 8600, has an area of 16,551.64 square metres, and is occupied by a vacant clubhouse that is in the process of being demolished. The remainder of the parcel that is used as a golf course, including a new clubhouse, is not part of these applications.

The development as proposed is subject to Site Plan Control. The developer may submit a Plan of Condominium application in the future.
