The applicant proposes a residential development comprising four townhome dwellings (16 units) adjacent to Howard Avenue and two multiple dwellings with a maximum height of 20.0 metres, containing 162 units. Access will be provided via a single driveway from Howard Avenue, connecting to two internal laneways serving private driveways and garages for the townhome dwellings. The driveway terminates at a surface parking area for the multiple dwellings. A total of 220 parking spaces are proposed, including 204 for the multiple dwellings and 16 for the townhome dwellings, along with two loading spaces and 12 bicycle parking spaces. The design preserves potential access to adjacent lands.

An Official Plan amendment is required to allow a low profile residential development on the portion of the lands designated Mixed Use Corridor. 

A zoning amendment is requested to change from RD1.1 and HRD1.1 to RD3.2 with zoning exceptions to permit townhome dwellings as an additional main use, increase maximum building height from 18.0 metres to 20.0 metres, reduce minimum landscaped area from 35% to 31%, and reduce required loading spaces from three to two.

The subject site consists of three parcels designated Residential and Mixed Use Corridor in the Official Plan; is zoned Residential District 1.1 (RD1.1) and Holding Residential District 1.1 (HRD1.1) by Zoning By-law 8600; is occupied by three single unit dwellings, which will be removed; and has a frontage of 76.2 metres along Howard Avenue and an area of 1.57 hectares. 

The development as proposed is not subject to Site Plan Control.
