Tunnel Capital Program

Ownership of the Canadian side of the Windsor-Detroit tunnel by the Windsor-Detroit Tunnel Corporation (WDTC) became effective January 1, 2010. The WDTC is responsible for funding Capital improvements and operating costs for the Canadian plaza facilities, and shared capital expenses for the tunnel proper.

Windsor Detroit Borderlink Limited (WDBL) is the operating arm of the Windsor-Detroit Tunnel Corporation, and as of January 1, 2018, WDBL took over the day to day management of the Canadian Tunnel Plaza and the maintenance of the Tunnel Tube.

The City of Windsor Engineering Department - Corporate Projects provides assistance in managing of capital improvements.
