Transit Windsor Master Plan (TWMP)
In 2019, the Transit Windsor Master Plan (TWMP) was prepared in response to the findings of a comprehensive service review and addresses the issues heard from the community through two rounds of public engagement sessions.
The TWMP, which was approved by Council on January 27, 2020, (CR 40/2020) lays out an 8-year roadmap and vision (2021 to 2028) that has a passenger focus rather than a route focus. The plan's implementation schedule incorporates changes to Transit Windsor's entire system — its network, ridership, policies, objectives, service standards, performance targets, system performance, route performance, organization and staffing levels, fleet and facilities, and transit infrastructure.
The TWMP highlights a variety of projects that will provide enhancements to transit operations and services by replacing equipment and hybrid buses at the end of their useful life.
Through the Investing in Canada Infrastructure Program (ICIP), the federal and provincial governments are providing approximately $71 million in funding for several public transit projects, which include the following:

- Underway
Transit Windsor Garage Expansion and Upgrades
- Construction is anticipated to begin late 2025/early 2026.
New East End Terminal at 7310 Lauzon Parkway
